THE BULGARIAN PRESIDENCY OF THE COUNCIL IN THE CONTEXT OF THE SPECIAL STATUS OF THE UK

This article aims to present some issues and challenges in relation to the preparation of the 18-month legislative programme of the “Troyka” (UK, Estonia and Bulgaria), which will be chairing the Council of the EU during the period July 1st 2017- December 31st 2018, taking into consideration the two scenarios of the outcome of the EU membership Referendum in the UK and the special status of this country, in case it decides to  remain member of the Union.

Under the hypothesis of a positive membership vote, the contribution systematically analyzes the various mechanisms and legal tools to introduce the amendments in the EU law, established in the Decision of the Heads of State or Government, meeting within the European Council of February 19th 2016, concerning a new settlement for the United Kingdom within the European Union: both the amendments  that do not require consecutive legislative action and the ones which give birth to commitment for concrete changes in within the primary and secondary law.

Under the hypothesis of a “leave” referendum vote, the article takes looks into the various alternatives to the EU membership, which would be faced by the UK.
